So, the Government doesn't know what they are, but they know what they're not.  Have I got that right?  The DHS was formed more than 20 years ago, in response to a foreign, unconventional aerial attack on the East Coast of the United States mainland by islamist jihadis.  And now?  

What is it that they do, exactly?
