Ivory Coast Ceasefire

Head Heeb on ceasefire: Not impressed. In response to news of another ceasefire between the Cote d'Ivoire (Ivory Coast) government and rebels, The Head Heeb says he is "not impressed":
The real issues, as always, are land rights and citizenship. The rebels demand a repeal of both the restrictive ivoirité policy that has disenfranchised 30 percent of the country and the constitutional provision that prevents opposition leader Alassane Ouattara from running for president because he has only one native-born parent. And on these issues, the government actually seems to be backtracking from its previous positions.
